But can you get a witness?
Sadly, most crimes go unsolved. In fact, most crimes are not even reported. Of the crimes that are reported, only a fraction result in an arrest and successful prosecution. For property crimes, the statistics are particularly dismal: two-thirds of property crimes are not reported and less than 20% of those are solved.
Lack of evidence left at the crime scene and the absence of witnesses who might be able to describe a suspect and what happened are huge factors. Even when they know there are witnesses, law enforcement has to contend with the frustrating fact that many people are reluctant to come forward and get involved.
What this adds up to is that criminals know the odds are in their favor to not get caught, let alone pay the consequences for their illegal activity. Business owners, however, pay dearly for it in losses and insurance increases.
