The American Rescue Plan Act of 2021 (ARP) created the $350 billion Coronavirus Fiscal Recovery Fund (CFRF) for eligible state, local, territorial, and Tribal governments. This fund provides substantial resources to help communities overcome public health challenges, address the economic fallout from the pandemic and lay the foundation for a strong recovery.

In addition, federal guidance was introduced this summer about using these funds to invest in technology and equipment that will allow law enforcement to more efficiently and effectively respond to the rise in gun violence resulting from the pandemic. Jurisdictions who lost revenue during the pandemic may use ARP state and local aid for public safety programs up to the level of their revenue losses.
